Advancing Public Services through Transformation

This case study illuminates a profound and multi-faceted project that embarked on a journey of transformation. The challenge at hand was nothing short of monumental: migrating over 7,000 users from Windows 7 to Windows 10 operating systems for the esteemed Westminster City Council and the Royal Borough of Kensington and Chelsea.

Alongside this transition, hardware migration to Surface Pro Laptops, application packaging for seamless deployment, and the systematic decommissioning of outdated systems were integral parts of the project scope. Notably, the meticulous orchestration and execution of this endeavour using Microsoft's System Center Configuration Manager (SCCM) led to the project's recognition, earning it a coveted spot as a shortlisted nominee for a prestigious national award.

Challenge

Navigating Complexity for Uninterrupted Progress

The challenges inherent in this transformation journey were as intricate as they were diverse. The councils found themselves at the intersection of evolving technology trends, diverse user experiences, and the necessity for operational continuity. This multifaceted landscape demanded a deft balance between upholding the status quo and ushering in a new era of modernization.

At its core, the key challenge resided in the seamless transition of thousands of users from Windows 7 to Windows 10, ensuring that the councils' critical functions remained uninterrupted. However, this ambitious transition was but one facet of a multifaceted challenge. The project confronted five distinct workstreams – desktop refresh, application support, data validation, deployment, and decommissioning – each interwoven into a complex tapestry of IT evolution.

Coordinating these workstreams while minimizing operational downtime was a puzzle of its own. The magnitude of this task amplified when coupled with the imperative to package and deploy over 400 applications. Compatibility validation for each application on the new platform was essential, introducing meticulous scrutiny to ensure a smooth experience for users.

Beyond the technical realm, the project tackled the crucial objective of harmonizing the user experience across two unique councils. Addressing disparities in device catalogues, divergent software ecosystems, and fragmented service management demanded a strategic solution capable of aligning disparate elements into a unified whole.

Go Managed’s depth of business understanding transformed the Windows 10 Transformation Programme process from an “are their applications ready” narrative to a broader but more defined view of application readiness, user preparedness, device availability and business sustainability.  This saw over 95% successful deployments in the pilot phase against an industry average of 60% - a position sustained through the first 50% of deployments. Fifteen months timeline since both councils upgraded to Windows 10 on target to complete on time and budget.

Solution

Transforming Through Comprehensive Action

To surmount these intricate challenges, the councils embarked on a sweeping overhaul of their IT landscape. The strategic adoption of Surface Pro laptops aimed to standardize the device portfolio, while the migration to Windows 10 ensured a continuation of OS support. At the heart of this transformation journey, System Center Configuration Manager (SCCM) assumed a pivotal role.

This platform empowered the councils to effectively manage and deploy the extensive array of applications, fostering a uniform software ecosystem and streamlining user experiences.

The execution of this transformative process unfolded in meticulously planned stages:

Desktop Refresh

Transitioning from legacy systems to Surface Pro laptops with an emphasis on user comfort and operational efficiency.

Application Workstream

Packaging and deploying over 400 applications, with stringent compatibility testing to ensure seamless functionality.

Data Validation

Rigorously validating and migrating data from legacy systems, ensuring its integrity and security.

Deployment

Leveraging SCCM for the efficient deployment of Windows 10, packaged applications, and configurations.

Decommissioning

Methodically retiring outdated systems while adhering to stringent data deletion and recycling protocols.

A Beacon of Impact

Fostering Digital Inclusion and Community Empowerment

Embedded within the decommissioning workstream, an extraordinary initiative underscored the councils' unwavering commitment to bolstering digital inclusion and community well-being. Over 1,000 devices, revitalized under charity licenses, emerged as potent tools for empowering the community, touching the lives of residents in profound ways.

Aligned with the councils' mission to enhance digital literacy across the boroughs, these repurposed devices found new purpose in the hands of the community. Looked After Children, Leaving Care individuals, schools, and adult services became the recipients of these devices, transforming them into conduits of empowerment and connectivity.

Especially poignant during the lockdown, these devices bridged the digital divide, allowing families to seamlessly adapt to remote learning, work, and communication. By repurposing these 'fit for purpose' devices, the councils not only upheld their commitment to sustainability but amplified their impact on social equity and access.

This initiative stands as a living embodiment of the councils' dedication to increasing digital inclusion levels and enhancing community engagement. As the Windows 10 device refresh program unfolded, it seamlessly intertwined technology and community support, illuminating the potential for innovation to serve as a beacon of progress and empowerment.

Outcome

Transforming Public Services and Achieving National Recognition

The comprehensive transformation of IT infrastructure yielded a host of transformative outcomes for both the Westminster City Council and the Royal Borough of Kensington and Chelsea.

The ambitious project, which included the migration of over 7,000 users to Windows 10 and the adoption of Microsoft's Surface Pro Laptops, brought about substantial improvements in various dimensions:

Enhanced Staff Productivity

The introduction of Windows 10 and the deployment of new hardware not only led to a substantial increase in staff productivity but also enabled seamless remote work. This adaptability and remote work capability proved to be a resounding success during the unprecedented challenges posed by the pandemic, ensuring that essential public services continued without interruption while safeguarding the well-being of both staff and the communities they serve.

Unified User Experience

The project successfully harmonised the user experience across two distinct councils. Disparities in device catalogues, software ecosystems, and service management were effectively addressed, resulting in a consistent and user-friendly environment for council staff.

Streamlined IT Management

The adoption of System Centre Configuration Manager (SCCM) streamlined IT management and deployment processes. It provided a unified platform for efficiently managing and deploying over 400 applications, contributing to a cohesive software ecosystem that greatly reduced potential errors.

Cost Efficiencies Unlocked

The councils were able to leverage cost efficiencies as a result of rationalising their IT infrastructure. By standardising the device portfolio and optimising software deployments, the project generated substantial cost savings that could be redirected towards other vital public services.
